This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

zym Headcuartgre: The press reports identifying meMbere
of the ZIPPER Headquartere etaff by true MnO seem to be . baeed on
information obtained in 1930 rather than 1153. ZIPPMR. has still
not determined how the oorrect cover designations of these staff
members were obtained. ZIPPER feels that thee° data could have
been compiled only by a source within the Pullach compound IA 1150.
Information on the location and cover used by ZIPPER H0011w
quarters, as well as on the number of 'American and German staff
members working' in the Pullet:1h compound, vale undoubtedly obtained
through external observation over a long period of time by various
workers, driven e and other tradesmen. Names of the American offi-
cers stationed at Rinsch could. easily be obtained by conversing
with domestic employees outeid• the Puliadh comsound. , •
ZIPPER is in contact with the Blank Office and the DIV
through 'Adolf Reueingerand Albert Radtke reepectively, al was re-
ported in the preie. However, the nature of these contacts differs
from the description given in the press. The fact that Beusinger.
and Radtke were both formerly connected with RIPPER le known to
many. ZIPPER bass as reported, personal contact with the President
of the Bavarian Landpolisel.and the Commander of the Weetlisatn
Schutspolisel. It le not known bow the prose /earned of these
latter two contacts.
Reports on the founding of ZIPPER, its objectives . methods.

were rartially inaccurate) were undoubtedly obtained as A result
of the recent arrests. Training schools which have been in the

Beeed on the recent press releases * it would seem that no
information on the internal funetioninge of ZIPPER Headquarters
has become known since 1950. Steps must be taken to ensure that

seourity conscious. Good psychological leadership of all staff
waters and employees will at least decrease the possibility of
future penetrations, if not cake such penetrations impossible. •
