This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

The whole problem has been greatly complicated during the past year by the deVelop-
ment by UTILITY of a number of "independent" 1111111-type operations which produce a
large numbc,r of information reports dealing almost exclusively with political
mutters. A year ago UTILITY was providiu_l_p_more important Donn customers,
primarilY11111111i, with both '2,IPPER and reports coordinated only by supar-
ficial evaluation carried out by t§JSTEURER. This practice produced considorable
friction and eventually CMEHNE, strcr_ supported by GHERDARL and probably by
dICLAUSINI, persuaded UTILITY that 111.111Datexial.- should be integrated with ZIPPER
information by the ZIPPER ovaluation•staff. •These reports, with special red-stripe
markings and classified in accordance with UPGROWTH• security regulations, are now
received by 0-MUHL. However, neither he nor UCUFA NIE's -operational staff are given
source information on these reports. In January 1954, one of these original 'red-
stripe" reports came by accident to me. I utilized this incident to take issue with
UTILITY on this entire procedure charging that UTILITY was morally obliguted to
provide imam with any and all intelligence information on the Soviet Bloc, includins
the GDR, that came to him through operations controlled by him regardless of the
origin of the funds involved. Since that time,•OMERDAHL has been instructed by
UTILITY to prepare carbon copies of those reports which he feels are of interest to
KUBARK, and to forward these copies to UTILITY for concurrence and transmisiion to
us. Off the record, WYRDAHL told me that he has been receiving U.TDUSK material on
the Soviet Bloc, including the GDR, since the first of the year and has, with P314
exceptions, found thee reports to be general in character and of little or no value,
particularly since be has Do access to source data. •
1 5. The FOB staff has noted a gradual, if email, improvement in ZIPPER political
1 report(ng during the Fast year and does not feel that any chunge in our present
. i procedure for disseminating political EGlis is indicated. It is extremely important
i• that politidal reports originating with the UJDUSK operation be considered as a
distinct and separate problem. . Although we initially disseainated oeveral or these
11 reports. passed personally by UTILITY, we now simply accept and forward them as raw
1 material from uncontrolled sources, i.e., 1111.1.

6. Unfortunately UTILITY occasionally confuses the situation by taking a
regular ZIPPER .source report out of the ZIPPER mill and passing it to us with vague
reference to none of my own sources."
7. Ma have never been able to fathom what subtle purposes UTILITY may have in
mind by his repeated and unprovoked assertions that there exists an unbridgeable gap
between his and the ROARK concept of political intelligence. He has repeatedly
stated that worthwhile political intelligence can only come from high-level sources
and that high-level sources are se sensitive that they cannot safely be identified
beyond the immediate agent-handling echelon. Following his proponal regarding
covorage of the Geneva Conference (SPULL 7554), 1 expressed to UTILITY our feeling
that most of his so-called political reports were in content so general and with
regard to source so vague that no responsible intelligence agency could disseminate
them to a customer. I referred UTILITY to several specific reports, including the
famous red striped one MLA 7201) of January 1954, suggesting that the contents
could have been the rosnit of an educated guess produced by any competent student of
soviet foreign policy and that the value of subject report was related solely to tho
position of the sautes. To emphasize this point, I asked UTILITY to assume that his
