This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

SUBJECT: GENERAL— Operational/ZIPPER
SPECIFIC— ZIP.PNi. Political Reporting
1. ZIPPER' political reporting is certainly the most controversial aspect of
' the German effort. Within both the ZIPPER and PCB staffs the ZIPPER effort in this
field has been the subject of continuing debate at both working and top echelons.
2. Several years ago when we first claw) this problem our atteation, it appeared
to be reasonably uncomplicated. The =Pat field agencies were preoccupied with the
production of information for our military customers and had not been subjected to
any pressure to produce political intelligence of the' type which is stock-in-trade
for CIC/Berlin. At the headquarters staff level, political information was processed
in the Cl/CE office which considered political information only as an integral
element of the Cl/CE product. The only political effort in the evaltiation staff
dealt with the analysis of high-level and almost entirely overt matorial on the USSR
which was carried out by DROUTIGAM, mu head of the Eastern Section in the Foreign
Office, or by former Ambasoador von D1RIC.SM, who was eventually dropped by ZIPPER
from his consultant status because of non-authorized political activity. OKLAUSNER,
ZIPPER I s CE chief, is still responsible for passing 'political requirements to the -
field. Because he tends to handle these as an element of his Cl/CE effort, and
because he ,does not have much stature with the ZIPPER field agencies, political
information requirements have never been accorded any priority in the collection
field.
3. Our insistence that ZIPPER establish a more systematic evaluation procedure
resulted in the establishment of a political evaluation group at the time that
OMANI, became chief of evaluation and Dr. Otto BRAEUTIGIN left ZIPPIR for his
present Bonn post. 01C/AUS14112 has managed to retain most of his authority and the
respective responsibilities of the CE and evaluation staffs remain =clarified.
Uehersickt is the product of an ad hoc committee with representation from all ZIPPER
staffs which can in any way contribute; normal 'staff arrangements remain almost as
unsatisfactory as heretofore.
4. UTILITY has never shown any intereat in resolving this problem. lie does
not believe that the ZIPPER field agencies, i.e., 110 V t 0, lend themselves to this
type of collection. In fact, I am convinced that UTILITY rilagia the collectiaL,pS
political intellizence on the GDR on behalf of the Americans-1a e ebycobloRq Action Req.
