This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

the branch office neglected to maintain the necessary records in enough

the neoessary means of checking were insufficiently employed.
o. As a result of the investigations into the ERHARDT flap,
considerable cross-connections to other Western services came to light,
smog agleam:es in the West.as well as among agents. Security questions
and widening of the circle auteaatically arose from this. Conscientious
dunking of other IS contacts in issrestigationss In this connection we
say point out that every takeover of other nets hag ended in failure, and
most in an unpleasant flap. Intelligence peddlers are not to be considered
for jobs as employees (Mitarbeiter).
d. Flaps were hushed up or not further investigated. Arrested
agents or agents who did not appear were simply reported as dropped '
(Reasons *Can no longer acme to Berlin" or "Other professional employ-
ment"). If the April 1953 arrests of ERHARDT ti nephew and other agents
had been reported through the ELM:EACH office and worked on as a flap,
the ERHARDT flap would never have arisen, since ERHARlYf would then have
been recognised as an enemy.
e. Continuing, conscientious maintenance of agent relation and
exposure records from the beginning offers the assurance of avoiding a
flap or of keeping it from =pending. A new, detailed review of the
origin of the operation is nevertheless necessary with arrested agents,
or those who have been involved in a flap, in ostler to learn any pre-
viously unknown or hushed-up knowledge on the part of the affected agent,
and to recognise the dangers which result therefrom.
