This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

Secret REL Ger intelligence -- 8 prime source, and becauee it has turned up good, reliable information over the years, it has moved into top poaition in the relative weight of sources. In thin walleye differed redically from both the Britieh and the French, who have developed their own networks of-agente, which they control and direct, whereas the Army'and the CIA have in effect let the Germans do the job for us. More than that, to return to an earlier point, we have not even succesefolli penetrated the Gehlen group, but rather put money in One end and gotten intelligence out the other. We must therefore face the question of the extent we can justify continued reliance on the Gehlen group (a) in View of its rather ritibious personnel and (b) after it becomes the servant of the German government rather than the United States. . • The intent appears to be that a °working relationship .' is to be maintained with the Oehlen group after it is turned over to the Germans, but the dangers of intelligence ecoloredfor political reasons are evident, and theMaited States seem to be confronted with deo:1181one to improve its alternative sources t 'and equally to try and throw its weight in the question of who in Germanyie to get control of the Gehlen group.
