This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

John is regarded as a thoroughly decent and fine man, but Squally his
friends do not believe that he is tough enough for the Sort Of power

The general attitude of the Imerlasne seems to be that to place
intelligence under the Chancellsti . --,where it would be acre or lace
civil-service controlled is too great a concentration of power for
the good of Cisrmany, and it should be in the Defense Ministry, where
Blank is generally regarded as a better political bet(in the sense
of his political:integrity; not neenesarily his political strength,
which is open to question) than Gobi°, Who seems more interested in
prim than how it is to be used.

decision will be.taken, which than raises, for the United Staten, the
even more serieus considerations TO what extent are we having to rely
on the Oehlen group?
While it is patently obvious that we must have other sources
intelligence on the satellitee and the Bed Army (for example, our Are
radio intercept stations in Berlin that monitor all Bed Army wireless
traffic), the evidence is that the Oehlen group is regarded as our
