This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

has sprung up between his office and the Oeblen group, since the Geblen
group has had air or seven years of free-wheeling to bring in any
personnel it desired so long as they vere not Communists. /hue, the
Gehlen group mild be said at this point to represent , a nun/eue of the
old army, where the Blank office represents a nucleus of the new army.
Blank believes that intelligence should be centered in the defense
ministry, and is reputedly prepared to "clean outs the Gehlem organisa-
tion if he gets control of it. Olobke, on the other hand, believes that
intelligence should be oentralisedunder the Chancellery. Be and Gehlen
are larking very closely, on the assumption that the Chancellery will
eventually get intelligence control. MOre than that, for the moment,
because the Blank security office is only a section of the Chancellery,
and cat a full-fledged ministry, °lake also has a certain personnel
policy-making paver over the Blank ministry.

appointments, to ensure that pro-Oehlen and pro-Globke people are
