This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

Within the German government, there is 'a definite power-struggle
afoot as to who is to get control of 'the Gabler/ group. At present,
the .leader in the race is Hans Globke, the secretary of state for
internal Wain .) under Dr. Adenauer -- in other words, the highest
permanent official of the Chancellery. Ototike was a senior civil
servant under the Neste, and vas responsible for the drafting of the
Nasi "race leve e : He has returned to position, however, on the
general defense that he was nothing but a civil servant, never an
active party map and simply did vSit he was tad. He joined tSe
Chancellery when the goverment was formed, in 1949, and has now dis-
placed Mr. Otto tans, a Mbnieh lawyer, as state secretary, thus emerging
as the No. I. civil servant of the government.,
Olobke is regarded by those Among the Allies who deal with him as
honest, straight,forwardand completely loyal to the Chancellor. Nobody,
however, wants to hazard a' guess as to his inner "political integrity',
or.whai he himself stands for. They go only as far am saying that he
stands for whatever the Chancellor wants -- and indications are that
Dr. Adenauer is only vaguely aware of the power struggles which are
going on in the civil service far below him.
The second figure in the struggle for the control of the Gallen
groupie Dr..11eodor. Blank, head of the 'security :elle.", and probable
defense minister. Blinkhas proven himself to be a rather passionate
and on the whole effective opponent of the old Wehrmacht and 'Prussian-
itation" of the new German Army. On the other hand, a natural enemity
