In that year, as a meat of agreement in Vashington; responsibility
for the Oehlen group was. tarred from Army 0-2 cootion to the Contra
Intelligence Agency.
Under CIA, the intelligenoe-gathering functions and the staff of
the Oehlen group continued to enlarge. Bir now, it was placed on a
contract basis" by which the United Stateeprovided funds, and the

Whim group provided military information from Eastern Europe and the
satellites.
This contract, however, is limited only to military informatiOn,
the idea at the time being that the Oehlen group would not be indulging
in other fields anyway -- such as operations directed in countries other
than the satellites, or the gathering of political or economic intelli-
gence (i.e., test-Vest trade, or Oommuniat party activities).
The first awkward break on Oehlen group activities came in Germany
in the fall of 3.951, when the lemister,Preeident of the state of Besse
suddenly disclosed to his parliament that a group of young Germans had
been trained in sabotage work at the direction of the American crA,
using a oanp in the Taunus %suntans of Oereepy, aid that this group
had drawn up. a !blaoklisto of members af.the Social Democratic party
and other political leaders in Germany whom they planned to aelladnates
;AS the luselans should happen to attack.
The faits of the case seem to be that the CIA conceived the idea
that trained saboteurs should be left bob/id in Germany if the American
Army ever had to retreat. They should be equipped with supplies for
