This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

Secret REL Ger WITED STATES INTELLIQENCE OMATIONi IN GEIVANY At the end of the var y in 1945, the American Army 0-2 section assembled in Mach a group of former German officers who had been serving on the Russian front, and sot them to 'work recording all they knew about Soviet military organization and capabilities. They were a rather indiaoriminately-chosen lot; one . of them in fact remarked that !a lot of ne would be in lamisterg if we weren't here." But in any cane they were given the job of writing up all they could recall on Soviet order of battle; about individual units and how they felled, • about Soviet tactics and weapons, etc., etc: The senior officer of the group was Gustav von Oehlen,ebo, with the equivalent rank of brigadier genes41,.bad been a German 6-2 officer for one of the Army groups on the Soviet front. Oeblen emerged eventually as the director of the Munich operation, which is now known in Germany as the Mahlon group". As difficulties with the Russians increased, the Army 0-2 section shifted over from merely drawing on peat recollections of these officers to the gathering and analysing of nev Soviet C yder of Battle intelli gence. the evident reasoning of the Americana was that these .officers, with their direct battle emperience, could fill a gap most effectively . ; in our intelligence on the state of the Fed Army. Accordingly, Army Puede were put behind the Oehlen group and it vas assigned a series of intelligence tasks, which it performed, evidently, very effectively and very well.
