This Central Intelligence Agency release, declassified in 2007 under the Nazi War Crimes Disclosure Act, is part of the collection CIA and the Origins of the BND, 1949-56, Volume 2, in the section on ZIPPER operations and counterintelligence. It contains early 1950s memoranda on Russian, Ukrainian and other emigre groups, a plan for a stay-behind network and for evacuating ODEUM staff if war broke out, a JUPITER status report dated 16 April 1951, and evaluations of Zipper reports. It does not discuss UFOs.

In this report, ZIPPER is identified as an organization Of 2,000 official employees who art, engaged in support of U. S. war and disruption policy in Germany and the Adenauer Government. Forty D. S. espionage officers have been assigned from Washington to direct and maintain financial control over the organization at its headquarters iu Pullich. Gehlen is described as a front man, who has won out over Theodor BLANE t s intelligence eaction in competition for the position of future GIS'. In addition to penetrations of the Bundesent fuer Verfaseungechutz (SfV), the Blank Office in the person of General Adolf Heusinger, Gehlen is reported to have a penetration of U. S.
