This is a CIA History Staff monograph by Gregory W. Pedlow and Donald E. Welzenbach, written in 1992 and approved for release in 2011. It covers the CIA's manned overhead reconnaissance program from 1954 to 1974 and its two aircraft, the U-2 and the A-12 OXCART. It follows their development, the overflights of the Soviet Union, the downing of Francis Gary Powers in 1960, and later operations. One section is titled "U-2s, UFOs, and Operation BLUE BOOK."

005653421 UNCLASSIFIED ret NOFORN Chapter 5 216 While the Offshore Islands Crisis was still in progress, Detachment C began conducting flights in support of its weather re- connaissance cover story. On 14, 15, and 16 July 1958, U-2s flew high above Typhoon Winnie, which was causing great damage on Taiwan. These missions provided the first photography ever obtained of such a massive storm system. Photographs of the storm were the subject of articles in the magazine Weatherwise and the 21 July edi- tion of Aviation Week. In September, Detachment C aircraft photo- graphed two more typhoons.
