This is an October 1968 contribution by the Central Intelligence Agency's Office of Strategic Research to National Intelligence Estimate 11-14-68 on Soviet and East European general purpose forces. It covers Warsaw Pact war plans for Central Europe, the effects of the Czechoslovak crisis, and the doubling of Soviet forces on the Chinese border since 1965. It also assesses ground, tactical air, naval and coastal defense forces. The text does not mention UFOs or unidentified aerial phenomena.

A large part of the 1967 increase was in reaction to the June war. The size of the Mediterranean squadron was increased and its submarine component nearly tripled. Nuclear-powered cruise- missile submarines of the E class operated for the first time in the Mediterranean at the time of the crisis. Since June 1967, E-class patrols have been conducted there. The North Atlantic stations patrolled by the E class before the June war appear to have been reduced in order to maintain an E-class submarine in the Mediterranean most of the time. An N-class nuclear-powered torpedo-attack submarine also reacted to the Arab- Israeli war--probably in a reconnaissance role for the E class. Since this first unit, six others have deployed to the Mediterranean, but there have been large gaps in the N class presence there. About 80 percent of the Northern Fleet's F-class long-range diesel-powered submarines were deployed to the Mediterranean in 1967. To re- duce the strain on this F-class force, the Soviets have deployed more medium-range diesel units (W and R classes) from their western fleets than ever before. - 94 - TO'd ECET
