The OPC Chief of Station in Hong Kong reports that
the message misdelivered to BGMARQUE Headquarters
in Taipei by General Chennault's secretary was
originated by an OSQ agent there in connection with
efforts to procure covertly an MIG-15. It was. in-
tended for the CAT security chief. The Chief of
Station stated that although the secretary is not
properly trained for cut-out duties, there was no
evidence of disloyalty on her part. He has recom-
mended that new cut-out arrangements be made and
that the mistake be discussed with the 080 agent,
pointing out how serious would have been the
delivery of a wrong message to the CAT security chief.
