This Central Intelligence Agency memorandum to the Director of the Defense Intelligence Agency, dated December 1961, sends a verbatim translation of a Soviet article from the TOP SECRET version of the journal Military Thought. The article, "The Theory of Military Art Needs Review" by Colonel-General A. Gastilovich, appeared in the first 1960 issue. It argues that nuclear missiles call for short "blitz" wars, smaller ground forces and missile troops as the main arm. It has no UFO content.

Following is a verbatim translation of an article titled "The .seory of Military Art Needs Review; written by Coloiel- General A. Gastilovich. This article appeared in the 1960 First Issue of a special version of the Soviet military journal Voyennajs _s.31. (Military, =as). This journal is published irregularly and is classified TOP SECRET by the Soviets. The First Issue of 1960 was the initial issue of this special collection, and this article by Colonel- General Gastilovich has been a subject of controversy in numerous subsequent articles.
