This is a CIA History Staff monograph by Gregory W. Pedlow and Donald E. Welzenbach, published in Washington in 1992 and approved for release in 2011. It covers the CIA's manned overhead reconnaissance program from 1954 to 1974, which developed and flew the U-2 and the A-12 OXCART. It traces the U-2's development, the overflights of the Soviet Union, the downing of Francis Gary Powers on 1 May 1960, and later operations. One section is titled U-2s, UFOs, and Operation BLUE BOOK.

boom, which could lift entire airframes 50 feet in the air, technicians
could change the airframe's attitude and run radar tests almost contin-
uously without having to fuel and fly the plane'
By the summer of 1957, testing of the radar-deception system
was complete, and in July the first "dirty bird" (DB) arrived at
Detachment B. The first operational use of this aircraft occurred on
21 July 1957 in mission 4030 oven i lOn 31 July,
the same aircraft made a run over the Black Sea. 'I here were a total of
nine DB missions over the USSR. The antiradar system did not prove
very effective, and its use was curtailed in May 1958.7"
