This is Volume II, Part 1 of the CIA History Staff's Official History of the Bay of Pigs Operation, a Top Secret history dated October 1979 and approved for release in July 2011. It looks at how the Agency took part in shaping US foreign policy toward Guatemala and Nicaragua during the anti-Castro program. It covers dealings with President Ydigoras Fuentes and Roberto Alejos, training sites such as Retalhuleu, cover stories, and negotiations with the Somoza brothers for an air base and port. It contains no UFO material.

Even as the revolt was being quelled, the US
Ambassador was renewing his pleas for the Department
to get behind the economic aid program he had been
discussing with the GOG since the late spring. In
fact in mid October 1960, Mr. Muccio had recommended
that a loan and grant package totalling almost $13
million be approved. The requests were approved be-
fore the end of November, about the same time that
the Department of State was expressing concern about
the Agency's role in Guatemala. 56/ Headquarters
requested:
