This is Volume II, Part 1 of the CIA History Staff's Official History of the Bay of Pigs Operation, a Top Secret history dated October 1979 and approved for release in July 2011. It looks at how the Agency took part in shaping US foreign policy toward Guatemala and Nicaragua during the anti-Castro program. It covers dealings with President Ydigoras Fuentes and Roberto Alejos, training sites such as Retalhuleu, cover stories, and negotiations with the Somoza brothers for an air base and port. It contains no UFO material.

States ambassador to Guatemala, John J. Muccio, who
preferred a back seat with regard to all activities
concerning the Cuban Brigade, was also going to be
forced into an active role in at least one event where
the Agency played the key role -- the preservation
of the Ydigoras presidency in November 1960. As
early as July of 1960, Ydigoras expressed to 0
Ihis fear that the Partido General Trabajo------
and the Partido Unidad Revolucionario could possibly
overthrow his administration. With this in mind,
Ydigoras had discussed with I land Carl
Jenkins the possibility of forming a multi-national
force composed principally of anti-communists from
all parts of the world, including Guatemala and
other Latin American countries. As part of this
program, Roberto Alejos had suggested to ~and
Jenkins that Guatemalan volunteers be trained as a
part of the JMATE operation. While the field was
favorably disposed to undertake this sort of train-
ing for the Guatemalans, no progress was made with
Headquarters on the plan. 37/*
