This Central Intelligence Agency personality (201) dossier on Sandelio Herminio Diaz Garcia holds material dated from November 1956 to August 1975 and was approved for release in 2025. It contains 1966 intelligence cables on a 29 May 1966 exile infiltration attempt near Havana, in which Diaz was reported killed while trying to assassinate Fidel Castro. It also includes a report on cancelled assassination plans, 1973 traces linking a Herminio Diaz to narcotics trafficking, and FBI file listings. The dossier contains no UFO material.

Subject summarized his education as follows: 1928 to 1934 - Completed the equivalent of the first five or six grades at home under the tutorship of his aunts, Adolfina, Asiria, Alejandrina and Alicia GARCIA la Rosa. 1934 to 1937 - Attended the Escuela Catolica de la Salle, where he completed grades six through eight. 1937 to 1942 - Attended the Instituto de Segunda Ensenanza (secondary school) where he graduated with a Bachelor of Arts and Sciences degree. 1942 to 1943 - Attended the University of Havana where he completed a bookkeeping course (tenedor de libros). 1948 - Attended the Polytechnic Institute, Mexico City. Subject said he lived there for three or four months but did not attend any classes. Employment and Activities - 1948 to January 1959: 4. From about 1943 to 1956 Subject was a self-employed bookkeeper and worked out of his home, #15 Calle 8, Casino Deportivo, Sitios #520, Havana. In 1947 he joined the Union Insurreccional Revolucionaria (UIR) and, until his departure for Costa Rica in 1956, participated in an undetermined number of unsuccessful assassination attempts and killed an unspecified number of persons in Cuba. In 1948 he went to Mexico City to enroll at the Polytechnic Institute but actually went there to assassinate the Second Chief of the Cuban Secret Police Rogelio "Cucu" HERNANDEZ Vega. Subject described his role in this assassination as the "trigger man." After the assassination he escaped from Mexico with the assistance of Diego*RIVERA, the well-known muralist and Mexican Communist. 5. In 1949, as a member of UIR, Subject said he was in contact with a Colonel (fnu) ANDERSON, U.S. Army Military Attache in the U.S. Embassy in Havana. Subject said he personally met and had frequently talked with Colonel ANDERSON, who was interested in UIR activities against the BATISTA regime. Subject said ANDERSON knew him as Herminio DIAZ. 6. In 1956 Subject took asylum in the Costa Rican Embassy in Havana to avoid arrest by the BATISTA police for alleged anti-BATISTA activities. Shortly thereafter he was exiled to Costa Rica. In Costa Rica Subject became involved in a plot to kidnap Costa Rican President Jose FIGUERES, for which he was jailed together with his accomplices Jesus*GONZALEZ Cartas and Juan Manuel* DELGADO Chavez. After six months in a Costa Rican prison he was released sometime in early 1957 and went directly to Panama. 7. For about the next two years Subject said he was engaged in the smuggling of arms and ammunition to Cuba on behalf FORM 5-60 (40) 53α USE PREVIOUS EDITION.
