This Central Intelligence Agency personality (201) dossier on Sandelio Herminio Diaz Garcia holds material dated from November 1956 to August 1975 and was approved for release in 2025. It contains 1966 intelligence cables on a 29 May 1966 exile infiltration attempt near Havana, in which Diaz was reported killed while trying to assassinate Fidel Castro. It also includes a report on cancelled assassination plans, 1973 traces linking a Herminio Diaz to narcotics trafficking, and FBI file listings. The dossier contains no UFO material.

LANDA refused to provide AMTOBY-13 with further details regarding the plan and turned down AMTOBY-13's request for an introduction to Subject by explaining that Subject trusted only him. AMTOBY-13 was instructed by his case officer not to pursue the matter further since it appeared that too many people were involved. Resume and Results of Contacts by JMWAVE/CI: 7. The first contact with Subject by a JMWAVE case officer (under ODIBEX cover) was made on 11 September 1963 under the pretext of ODIBEX interest in Efigenio AMEIJEIRAS Delgado, with whom Subject was reported to be very friendly. During the next two interviews Subject unfolded the story of the existence of an anti-CASTRO/anti-Communist group in the Cuban Revolutionary Army led by AMEIJEIRAS. This group, according to Subject, planned to assassinate AMTHUG/1 and set up an anti-Communist government favorable to PBPRIME (see UFGA-11584, dated 3 October 1963). Subject noted that the action would take place before the first week in January 1964. 8. During interviews conducted prior to the first LCFLUTTER, conducted on 10 October 1963 (see WAVE-5723, dated 11 October 1963), Subject admitted that the assassination plan was his own idea. It was also determined that not only had AMEIJEIRAS never discussed a plan for the assassination of AMTHUG/1 but that he, Subject, was not aware of any plans that AMEIJEIRAS may have had or has regarding the assassination of AMTHUG/1 and the establishment of an anti-Communist government. 9. A second LCFLUTTER on 19 October 1963 (see WAVE-6318, dated 22 October 1963), indicated that Subject was not in the United States on a mission in behalf of the CIS, Fidel CASTRO, AMEIJEIRAS, or any other intelligence service. LCFLUTTER results also showed the Subject had never been trained or recruited by the CIS or any other intelligence service. 10. Although the two LCFLUTTER examinations showed that the Subject is not privy to any plans that AMEIJEIRAS may have to assassinate AMTHUG/1, Subject still feels that AMTHUG/1's assassination is in fact a part of AMEIJEIRAS' plans. He feels strongly about this point and is determined to play a role in whatever scheme AMEIJEIRAS may have. In this connection Subject insists that he must be back in Cuba by 20 December 1963 and has offered his services to assassinate AMTHUG/1, in return for any assistance he may be provided to infiltrate him into Cuba by that date. 11. JMWAVE/CI does not plan any further contact with Subject.
