SUBJECT: Sandalio Herminio *DIAZ Garcia (201-203040)

## Background:

1. Subject arrived in the United States on the SS MAXIMUS on 3 July 1963 together with his wife, Alicia *MACKENZIE Sanchez (Alien Registration No. A 13 319 251), and their infant daughter (Alicia Teresa DIAZ MacKenzie). Subject claims his passage to the United States was arranged through the International Red Cross by Gerald *MACKENZIE, his father-in-law, a Canadian citizen now residing at $1250\frac{1}{2}$ N.W. 2nd Avenue, Miami. Subject explained his presence in the United States as involuntary on his part and that he came here only because his wife and father-in-law insisted on including him on the SS MAXIMUS passenger list. According to Subject, his decision to leave Cuba was not made until a matter of hours prior to the departure of the SS MAXIMUS and was not made known to his good friend Efigenio AMEIJEIRAS Delgado because he feared AMEIJEIRAS would object to his leaving. He emphasized that his decision to leave Cuba for the United States was made in complete deference to his wife and that he hoped to return to Cuba by whatever means available to continue the struggle against communism.

2. The first interview with Subject following his arrival in the United States on 3 July 1963 took place at CAC on 9 July 1963. Since Subject's name appeared on the ODENVY watch list, he was interviewed by a local ODENVY representative on 9 July 1963, following which he was released without further questioning. A summary of the ODENVY and CAC interviews was reported in WAVE-4428, dated 16 September 1963.

Chronology of Events leading to JMWAVE contact:

3. Subject was first brought to the attention of JMWAVE through a report prepared by AMOT-133, which stated that Subject and Raul *ROS Gonzalez visited him on 27 July 1963 and offered their services in connection with the assassination of AMTHUG/1. In order to accomplish the task Subject and ROS requested they be provided the means for infiltrating Cuba and that they be provided the necessary small arms and grenades they would need to do the job. They promised to accomplish the task within fifteen days after their arrival in Havana.

4. In an interview with AMOT-133 on 30 July 1963, Subject unfolded the story of the existence of an anti-CASTRO/anti- Communist group headed by Efigenio *AMEIJEIRAS Delgado and supported by a group of Cuban Revolutionary Army majors and an unspecified number of junior officers. The details of this interview between AMOT-133 and Subject were reported in paragraph 4 of WAVE-4580, 17 September 1963.

5. On 16 August 1963 AMTOBY-13 reported an interview with Dr. Tulio *DIAZ Rivera, President of the Corporaciones Economicas de Cuba en el Exilio, during which Dr. DIAZ said he was in touch with (fnu)*LANDA, who had a plan to assassinate AMTHUG/1. The alleged plan, according to LANDA, would be implemented by Herminio DIAZ.

6. On 17 August 1963, through arrangements made by Dr. Tulio DIAZ Rivera, AMTOBY-13 met with LANDA to discuss further the plans to assassinate AMTHUG/1. LANDA explained that he was acting in Herminio DIAZ $ ^{2} $ behalf and that he, LANDA, had requested Dr. Tulio DIAZ Rivera to provide the support needed to carry out the operation, i.e., four Czech machine guns, eighteen hand grenades, four militia uniforms, and a payment of
