This is a declaration by Delores M. Nelson, the CIA Information and Privacy Coordinator, dated October 26, 2009. She filed it in support of the CIA's motion for summary judgment in Larry W. Bryant v. CIA, a FOIA suit in the U.S. District Court for the District of Columbia. Bryant had sought records of a 1987 FAA meeting about the November 17, 1986 Japanese flight 1628 encounter over Alaska. The declaration describes the agency's searches, which found no records of the meeting and three documents from other agencies about later airborne UFO encounters.

Approved for Release: 2025/06/10 C07083377 notwithstanding that records relating to the alleged 1987 special meeting at FAA headquarters concerning the November 1986 encounter, if any, should have been located during the special search for UFO related information conducted in 1993- 94, a new search was conducted for records specifically relating to the meeting as described by the requester. PIPD personnel experienced in the tasking of records searches tasked those CIA directorates reasonably likely to have responsive records, if any existed. PIPD tasked the Plaintiff’s request to the DI, DS&T, DCM Area and NCS. These components were tasked to search through June 15, 2009, the datelof the letter informing requester that the case was being reopened. As noted above, the DI analyzes, interprets, and forecasts foreign-intelligence related issues and world events of importance to the United States. The DI made all reasonable efforts to identify and retrieve any records responsive to Plaintiff’ s FOIA request. The DI searched its central data base, an all-source data base containing intelligence reports and finished intelligence received and originated by the CIA, for information on “other similar cases of airborne UFO encounters reportedly occurring since Nov. 17, 1986.” The following search terms were used: “UFO”, “UFOS”, and “unidentified flying object or objects”. Three responsive documents, all originated by other agencies, were located. Records in the main DI system are disseminated intelligence reports and are not indexed to retrieve information of the nature requested in item 1 of Plaintiff’ s request.
