This Central Intelligence Agency filing is a declaration by Delores M. Nelson, the CIA's Information and Privacy Coordinator, in Bryant v. CIA, Civil Action No. 09-0940 in the U.S. District Court for the District of Columbia. It supports the CIA's motion for summary judgment. It traces Larry W. Bryant's 2008 FOIA request for records of a 1987 FAA meeting on the November 17, 1986 Japanese 747 encounter over Alaska and records of similar airborne UFO encounters. It also describes the fee dispute and the searches the CIA ran. No records of the meeting were found, and three documents from other agencies were referred to them.

These responsibilities include directing searches of CIA records systems pursuant to public requests for records under these programs and coordinating the reviews of any records retrieved in such searches. These review processes include undertaking any intra-agency and inter-agency coordination and referrals necessary in light of the information found in responsive records. In addition, my responsibilities include fee category and fee waiver determinations. 4. As part of my official duties I ensure that the CIA administratively processes F OIA and Privacy Act requests including the search, retrieval, analysis, review, redaction and release of documents in accordance with the law and as efficiently as possible with the persormel and resources available. 5. Through the exercise of my official duties, I have become familiar with Plaintiffs F OIA request for information that is the subject of this civil action. I make the following statements based upon my personal knowledge, and information made available to me in the course of performing my official duties. I. PLAINTIFF’S FOIA REQUEST AND THE CIA’s RESPONSE 6. By “letter”l dated August 23, 2008 (received in the office of the Information and Privacy Coordinator on August 28, 2008), Plaintiff submitted a FOIA request to the CIA for the following “CIA-received and CIA-generated” records: I The “letter” is actually a print-out of email correspondence between the Office of the Director of National hitelligence and Plaintiff with handwritten annotations addressed to “Scott Koch [former CIA Information and Privacy Coordinator], changing date to “23” August, and containing signature of Plaintiff.
