This Central Intelligence Agency filing is a declaration by Delores M. Nelson, the CIA's Information and Privacy Coordinator, in Bryant v. CIA, Civil Action No. 09-0940 in the U.S. District Court for the District of Columbia. It supports the CIA's motion for summary judgment. It traces Larry W. Bryant's 2008 FOIA request for records of a 1987 FAA meeting on the November 17, 1986 Japanese 747 encounter over Alaska and records of similar airborne UFO encounters. It also describes the fee dispute and the searches the CIA ran. No records of the meeting were found, and three documents from other agencies were referred to them.

Unknown to ClA olfieials, Dr.Ia.mes
E. McDonald, a noted atmospheric
physicist from the University of Ari-
zona, had already seen the Durant
report on the Robertson panel pro-
ceedings at W'right-Patterson on 6
lune 1966. When McDonald
returned to ‘Wright-Patterson on 30
lune to copy the report, however, the
Air Force refused to let him see it
again, stating that it was a C-{A classi-
fied document. Emerging as a UFO
authority, McDonald publicly
claimed that the ClA was behind the
Air Force secrecy policies and
coverup. He demanded the release of
the Full Robertson panel report and
the Durant report.“
Bowing to public pressure and the rec-
ommendation of its own O'Brien
Committee, the Air Force announced
in August I966 that it was seeking a
contract with a leading university to
undertake a program oF intensive
investigations of UFO sightings. The
new program was designed to blunt
continuing charges that the US Gov-
