This Central Intelligence Agency filing is a declaration by Delores M. Nelson, the CIA's Information and Privacy Coordinator, in Bryant v. CIA, Civil Action No. 09-0940 in the U.S. District Court for the District of Columbia. It supports the CIA's motion for summary judgment. It traces Larry W. Bryant's 2008 FOIA request for records of a 1987 FAA meeting on the November 17, 1986 Japanese 747 encounter over Alaska and records of similar airborne UFO encounters. It also describes the fee dispute and the searches the CIA ran. No records of the meeting were found, and three documents from other agencies were referred to them.

Accordingly, a search was conducted by CIA for records concerning “similar cases of airbome UFO encounters” since ‘November 17, 1986. In addition, notwithstanding that records relating to the alleged 1987 special meeting at FAA headquarters concerning the November 1986 encounter, if any, I should have been located during the special search for UFO related information conducted in 1993-94, a new search was conducted for records specifically relating to the meeting as described by the requester. PIPD personnel experienced in the tasking of records searchesltasked those CIA directorates reasonably likely to have responsive records, if any existed. PIPD tasked the Plaintiff‘ s request to the DI, DS&T, DIR Area, and NCS. These ' components were tasked to search through June 15, 2009, the date of the letter informing requester that the case was being reopened. As noted above, the DI analyzes, interprets, and forecasts foreign-intelligence related issues and world events of importance to the United States. The DI made all reasonable efforts to identify and retrieve any records responsive to Plaintiffs FOIA request. The DI searched its central data base, an all-source data base containing intelligence reports and finished intelligence received and originated by the CIA, for information on “other similar cases of airborne UFO encounters reportedly occurring since Nov. 17, l986.” The following search terms were used: “UFO”, “UFOS”, and “unidentified flying object or objects.” Three responsive documents, all originated by other agencies, were located.
