USSR: Measures of Economic Growth and Development, 1950-80

This Joint Committee Print, dated December 8, 1982, gathers studies that the Central Intelligence Agency's Directorate of Intelligence prepared for the Joint Economic Committee of the US Congress. It gives estimates of Soviet gross national product for 1950 to 1980, with indexes of industrial production, agricultural production and consumption, and explains the methods and data behind them. The foreword says official Soviet statistics inflate growth and that the CIA measures offer a more accurate picture. The document contains no UFO material.

C P.A. lgnatovskiy, Sotsialno-ekonomicheskiye izmeneniya v
sovetskoy derevne, Moscow, 1966, p. 383, notes that the private
sector fed about 10 percent of its production at the beginning of the
1960s. Private sector production of milk in 1960 was 29.1 million
tons and in 1961 was 28.5 million tons. (Narkhoz I978, p. 249 and
Narkhoz I922-72, p. 258.)

private sector fed 15.9 percent of its production in 1971. The share of
milk from private sector production being fed to livestock is assumed
to increase by 0.54 percent per year during 1960-70 and by 0.5
percent in 1971 for a total increase of 5.9 percent (15.9 percent in
1971 less 10 percent in 1960). Private sector milk production for
1960-64 is from Narkhoz I965, p. 376; for 1965-71 is from Narkhoz
1975, p. 396.

farms.
s Plan khoz, no. 11, 1979, p. 91, states that “In 1978 more than 12
percent of milk produced was used for (feed)." Because 12 percent of
milk produced in 1978 (94.7 million tons) is 11.4 million tons, we
assume the planned downturn in feeding of whole milk did not
materialize, and hold the quantity fed constant from 1971 to 1979.
(A small downturn probably occurred in the first year of a new five-
year plan.)
