This Joint Committee Print, dated December 8, 1982, gathers studies that the Central Intelligence Agency's Directorate of Intelligence prepared for the Joint Economic Committee of the US Congress. It gives estimates of Soviet gross national product for 1950 to 1980, with indexes of industrial production, agricultural production and consumption, and explains the methods and data behind them. The foreword says official Soviet statistics inflate growth and that the CIA measures offer a more accurate picture. The document contains no UFO material.

~ Profits of the machinery; wood, pulp, and paper; light industry; and
other industry sectors are reduced by arbitrary estimates of profits
in repair and personal care services. Total repair and personal care
profits are arbitrarily estimated at 0.400 billion rubles based on
scattered republic data, of which 0.002 a-re included in the profits
of the communal economy (above). The remaining amount is
distributed as follows:

- Communications profits are from CIA, GNP I 970, p. 67.
e Transportation profits are computed as total profits in transporta-
tion and communications (1 1.523 billion rubles—Narkhoz I977,
p. 541), less profits in communications (above), plus profits in urban
transportation (above).
e Trade profits are the sum of profits in trade, supply and sales, and
agricultural procurement.
- Utilities profits are estimated as a share of the profits of the
communal economy (above).
- Profits in the science, credit and insurance, and other branches of
material production sectors are assumed to be components of the
other branches category in the Narkhoz profit data. The reported
profits of this category (1.797 billion rubles—Narkhoz I 977, p.
541) are reduced by net insurance premiums (1.047 billion rubles).

2. Bonuses. Total bonuses are from CIA, GNP I970, p. 45. The to-
tal is distributed among the sectors based on the assumption that
the ratio of bonuses to reported profits is the same in each sector.
3. "Net"pra/its. This is column 1 less column 2.
4. Adjustmentfor industrial profits. It is believed that the profit
data in the Narkhoz are reported on a ministry basis. The data in
this column represent the ratio of profits on a commodity basis to
profits on a ministry basis in the branches of industry as estimated
in V. D. Belkin (ed.), Model '

5. Adjusted "net" pro/its. This is column 4 times column 3 for the
branches of industry, column 3 for all other entries.
6. Other net income. The value for agriculture represents the sum
of retained income and income taxes of collective farms (table D-3,
items l,a and 3,a). The values for trade and recreation represent
the sum of retained profits and income taxes of consumer
cooperatives and other organizations, respectively.
7. Total pra/its. This is column 5 plus column 6.
