USSR: Measures of Economic Growth and Development, 1950-80

This Joint Committee Print, dated December 8, 1982, gathers studies that the Central Intelligence Agency's Directorate of Intelligence prepared for the Joint Economic Committee of the US Congress. It gives estimates of Soviet gross national product for 1950 to 1980, with indexes of industrial production, agricultural production and consumption, and explains the methods and data behind them. The foreword says official Soviet statistics inflate growth and that the CIA measures offer a more accurate picture. The document contains no UFO material.

Price differences on the procurement of agricultural products by
industry are from CIA, GNP I970, p. 49, except that a subsidy to
milk products of 0.750 billion rubles has been deducted because it is
now known to be netted against profits (Izvestiya akademii nau/<,
seriya ekonomicheskaya, No. 5, 1975, p. 67 and Vladimir G. Treml,
Agricultural Subsidies in the Soviet Union, p. 24).
Payments from gross turnover taxes are the difference between
gross and net turnover taxes (Gosbyudzhet 1972, pp. 11 and 14). The
subsidies for processed feeds, fertilizer, and agricultural machinery
and equipment are from Vladimir G. Treml, Price Indexesfor Soviet
18-Sector Input-Output Tables, I959-I975, p. 96.
All other subsidies are from CIA, GNP I970, p. 48. Budgetary
outlays on physical culture (0.047 billion rubles) were treated as a
subsidy in CIA, GNP I970. They are now classified as a component
of public- sector outlays on physical culture.
