This Central Intelligence Agency Office of General Counsel memorandum, OGC 78-2170, is dated 6 April 1978 and comes from Assistant General Counsel A. R. Cinquegrana. It sends Agency officers a computerized list, current as of early February 1978, of litigation, investigations and congressional inquiries that extend how long relevant records must be kept. The alphabetical index links names, programs and topics to cases such as Halkin v. Helms and the Kennedy and King assassination probes. It lists Flying Saucers and UFOs under Ground Saucer Watch v. CIA.

SUBJECT : OGC—OLC Records Retention Requirements Attached, for your information and use as a reference source , is a copy of the most recent compilationof litigation, investigations , etc.. , which result in lengthened retention periods for relevant Agency documents . This list should be current as of early February 1978, and fulfills the requirement of HN 70-26 to the effect that OGC shall supply Agency Records Management Officers with information on Which. to base judgments concern- ing routine disposition of records when, if ever, CIA is allowed to return to normal records practices. It is anticipated that this list will be updated on a three to six month basis and it has been computerized to facilitate that revision process.
