This is the Central Intelligence Agency Office of Current Intelligence's Current Intelligence Weekly Summary for 9 November 1962, a secret periodical of intelligence appraisals. Much of it covers the Cuban missile crisis: Soviet missile equipment being loaded onto ships in Cuban ports, IL-28 bombers still in Cuba, and Khrushchev's moves to hold together Soviet bloc support. Other sections cover the Sino-Indian border conflict, Laos, Yemen, the Congo, European elections and Ne Win's Burma. It contains no UFO material.

FDP Minis- ter of Justice Stammbergen in protest against not being in- formed by his CDU under secre- tary, Walter Strauss, offered his own resignation on 31 Oc- tober. This was followed by an FDP ultimatum to Adenauer to rectify the situation by 5 November or face an FDP with- drawal from the government. Adenauer yielded by firing Walter Strauss and putting Hopf on indefinite suspension, Stamm- berger withdrew his resignation, and the coalition parties agreed to continue their partnership in view of the international situation. So far, the West Germans have been more concerned about the political aspects of the case than about the condition of their armed forces. Suspi- cion arose immediately that the action against Der Spiegel was a personal vendetta by Defense Minister Strauss, who has, how- ever, disclaimed responsibility. The arrests, some made at night and one in Spain, have called up memories of the Gestapo and have led to demonstrations in several cities. There is criti- cism that freedom of the press is being infringed, although the German press is by no means unanimous in taking the side of Der Spiegel. Investigations of the legit- imacy of the magazine's procurement and publication of defense informa- tion will probably be protracted, but the unlikelihood of an objective probe is evident from the emotional exchange in the Bundestag on 7 No- vember between Adenauer and the So- cial Democrats. That body will look into the armed forces, and a new round of debate over Bonn's strategic role may be set off. The government also will meet greater resistance to its efforts to enact a constitutional amendment ivin it ower to rul bS S P decree in an emergency.
