The CIA's Directorate of Intelligence issued this Weekly Summary, No. 0369/70, on 8 May 1970. It covers events through noon on 7 May. The Far East section deals with the allied operations into Cambodia, Hanoi's cautious response and the government in exile Sihanouk formed in Peking. Other items cover Soviet military aid, the Sino-Soviet talks, Jordan, Dahomey, Guatemala and Brazil, and a special report looks at Cuban support for subversion in Latin America. Many pages are withheld, and the summary contains no UFO material.

There are signs, however, that at least some of his colleagues are at- tempting to ensure that this not un- dermine the principle of collective leadership. Brezhnev was again the regime spokesman at the May Day celebration and his "collected works"——l964 to l970——are due to be published later this year. His growing public pre— eminence was also underscored by the preliminary Pravda report on nomina- tions of members of the politburo to the new Supreme Soviet to be elected on 14 June. Although each member stands for election in only one dis- trict, hetraditionally receives ad- ditional honorary nominations. Consistent with other signs over the past year, party secretary Kirilenko his unprecedented (b has risen in the listing and now ri- vals Suslov. Shelepin, predictably, has dropped back. The one surprise is the blatant slighting of Mazurov, a first deputy premier and former Belorussian party boss. His poor showing supports earlier evidence that Brezhnev may have been playing politics with the Belorussian party organization. Brezh- nev's four—day visit to Minsk in March and the inclusion of the pres- ent Belorussian party chief, Masherov, on the Brezhnev—led delegation to the treaty signing in Czechoslovakia, may be an attempt to wean away Mazurov's provincial support. Mazurov has /T /T sat 136611‘ critical of Brezhnev's leadership and has been rumored as a likely 3 successor to Kosygin. Rumors that Kosygin will step down due to poor health continue to circulate \/ /\ 0O—\ televised press conference this(bX week on Southeast Asia and his par- ticipation in the delegation to Prague has helped to restore a semblance of collective leadership. There is some evidence that Brezhnev's dominance has been a SOUICQ Of controversy and concern within the politburo. In his Lenin anniversary speech on 21 April, Bre- zhnev'defined collective leadership in a self—serving manner. When the speech appeared in the press the following day, however, a sentence had been added which brought his remarks into line with standard formulations on the subiect.
