This Central Intelligence Agency file, dated 29 September 1975, collects Office of Security memoranda written while the Senate Select Committee was investigating the Agency. Staff were told to alert former employees about possible committee contact over Project MERRIMAC/RESISTANCE, and the file answers committee questions about Hayes International and Bay of Pigs pilots. It also records staff interviews about CIA name checks at NSA and a Justice Department request for records on domestic electronic surveillance. It contains no material on UFOs.

MEMORANDUM FOR: Chief, Counterintelligence Staff
SUBJECT : Background on Tax Audit of Edward A. Novick
in October 1965
1. The attached memo for the record dated 18 October 1965
from the Assistant General Counsel (Attachment A) explains that
Novick was notified by the Falls Church Office of the Richmond
District, IRS, of an office audit of his 1963 income tax return
2. Through cleared contacts in the National Office, IRS,
the Agency arranged to transfer his file from Falls Church to
the National Office. It was then ascertained that the reason
for the audit was because Novick had opened a savings account
with $3,000 cash in the Old Dominion Bank, 4707 Lee Highway,
Arlington, Virginia.
3. The Assistant General Counsel, through discussions
with Peter Baranowski and Donald French of SR/CIS, as well as
Novick, obtained a reasonable explanation for the deposit.
The cash transactions explaining the deposit are described in
detail in the attached memo and were designed to break any
possible trail between Novick's old and new name.
4. On l5 October 1965 these facts were given to Leon
Green, Special Assistant to the Assistant Commissioner
Compliance, IRS, who was a cleared contact of the Agency.
Mr. Green was not told about Novick's previous names. The
facts explaining the deposit satisfied him and the case was
closed.
5. Novick's file was to be returned by Mr. Green to the
District Director, Richmond, another cleared contact, who was
requested to close the case without further action.
