This disclosure occurred between CIA and HS between November 1957
and April 1972. There is no evidence that any of these disclosures were
made based upon Written authorization. Written autfw-cwsization has been
required by regulation during all relevant periods.
The requests for the information were made in two categories of cases:

misusing the trust to his cam financial or personal advantage.
These criteria were contained in a memorandum dated June 17, 1975
from Charles W. Kane, Director oi Security, CIA, to the IRS. ‘
There is no documentation in IRS files that the CIA. gave the specific
reason for their requests at the time the requests were made, since any
such requests were apparently oral. -
In most of these requests, tixere is no documentation as to any discussions
which may have transpired between any specific IRS employee and the CIA.
These requests were apparently made through a liaison. relationship which
existed between the IRS and CIA.
