This Central Intelligence Agency file, dated 29 September 1975, collects Office of Security memoranda written while the Senate Select Committee was investigating the Agency. Staff were told to alert former employees about possible committee contact over Project MERRIMAC/RESISTANCE, and the file answers committee questions about Hayes International and Bay of Pigs pilots. It also records staff interviews about CIA name checks at NSA and a Justice Department request for records on domestic electronic surveillance. It contains no material on UFOs.

4. At this point the undersigned showed Mr. Klipa the
attached memorandum prepared by the Office of General Counsel
which establishes the agreement between the Agency and the IRS
concerning Mr. Klipa's interview. Further, the undersigned
explained to Mr. Klipa that the only limiting factor during
the interview was that questions concern federal tax disclosures
and that in this context Mr. Klipa would not be held to his
secrecy agreement. The undersigned also explained that
Mr. Klipa was one of several current/former Office of Security
employees who had been interviewed in this regard.
5. Mr. Klipa then stated that during the period he was
assigned to the Washington Field Office as Special Agent in
Charge (July 1972 through June 1973), he was not aware of any
requirements to contact the IRS for information nor was he
aware of any individuals within WFO who might have maintained .
such liaison with IRS. Mr. Klipa qualified this-statement by
indicating that Mr. Howard Osborn, the former Director of
Security, had on occasion tasked WFO personnel with sensitive
support assignments without Mr. Klipa‘s knowledge.
6. Mr. Klipa was quite adamant in attempting to confine
Mr. Rourke and Ms. Grau's questions to his lack of knowledge
of the Marchetti tax disclosure and was quite hesitant to
comment_furtHer concerning any other cases of which he might
have knowledge through his long career with the Agency.
7. In short, Mr. Klipa was somewhat less than cooperative
and despite reassurances concerning the purpose of the interview
apparently felt that the questions should not extend beyond the
Marchetti tax disclosure. Mr. Rourke and Ms. Grau ultimately
said that they had no further questions, adding that should the
Department of Justice require a sworn statement from Mr. Klipa
Mr. Rourke would contact the Agency in order to arrange for
Mr. Klipa to sign an affidavit. »
8. Upon departing Mr. Klipa's house, enroute back to
Headquarters, both Mr. Rourke and Ms. Grau indicated to the
undersigned that they were quite sure that Mr. Klipa has know-
ledge concerning other IRS disclosures to the Agency, although
they are convinced he was not aware of the Marchetti tax
disclosure. However, Mr. Rourke stated that he intends to -_
