This Central Intelligence Agency file, dated 29 September 1975, collects Office of Security memoranda written while the Senate Select Committee was investigating the Agency. Staff were told to alert former employees about possible committee contact over Project MERRIMAC/RESISTANCE, and the file answers committee questions about Hayes International and Bay of Pigs pilots. It also records staff interviews about CIA name checks at NSA and a Justice Department request for records on domestic electronic surveillance. It contains no material on UFOs.

Hunt Security Analysis Group _ _ SUBJECT : Interview of Mr. Edmund X. Klipa by IRS 1. On 13 April 1976 Mr. Edmund X. Klipa, former Special Agent in Charge of the Washington Field Office, now retired, was interviewed in his residence in McLean, Virginia, by Special Agents Sally Grau and Walter Rourke of the Internal Security Division, Internal Revenue Service. Cited interview was con- ducted in an attempt to identify the IRS employee who disclosed federal taxpayer data concerning Victor Marchetti to the Agency in April 1972. The interview was conducted under ground rules established by the Office of General Counsel in the attached memorandum. 2. Mr. Rourke began the interview by showing Mr. Klipa the blind, undated, and unsigned memorandum which reflects the substance of the Marchetti tax disclosure, which indicates that the taxpayer information had been obtained from a "confidential informant." Mr. Rourke then asked Mr. Klipa if he could place him under oath. Mr. Klipa stated that he did not wish to be placed under oath, that he had never seen the blind memorandum before, that he was not aware that the Agency ever contacted IRS to obtain taxpayer data concerning Marchetti, and that if Mr. Rourke wished to draw up a statement to that effect, Mr. Klipa would sign the statement. 3. Mr. Rourke indicated that he doubted that an affidavit would be necessary, but if so, Mr. Rourke would prepare a formal statement regarding Mr. Klipa's statements during the interview and then present it to Mr. Klipa through the Agency for signature Mr. Klipa then stated that he felt he could not provide any more information in that he had not been released from his secrecy agreement by the U.S. Attorney General. ‘.
