9. Mr. Richard asked Mrs. Hoover if she knew what
Project MINUET (phonetic) was and if she had ever had
anything to do with that project; Mrs. Hoover replied in
the negative. Rather than let Mr. Richard ask me that
question, I then asked Mr. Richard what Project MINUET
was, and he informed me that it was an NSA classified
project. In this same vein, Mr. Richard asked Mrs. Hoover
if she had access to or had ever contributed to the NSA
Watch List. She replied that on one occasion she had
access to such a list.
l0. Mr. Richard informed me that he was also aware
of the fact that NSA offered some_of their file holdings
on American citizens to the Agency, and that we did not
accept them. Mr. Richard asked why we did not accept
these files on Americans; Mrs. Hoover responded that she
did not think that the Agency had space for them. I
responded that that was the reason given but that the
main reason was that we did not think that the files
offered to us were of any value to us because the informa-
tion was old, was fragmentary in nature, and frequently
was not properly sourced; and, therefore, was of little
value from an investigative standpoint.
ll. In conclusion, Mr. Richard asked if we ever
disseminated information obtained from NSA; we both
informed him that we did not, that it was strictly against
Agency policy to do so. At this point, Mr. Richard asked
who else had access to NSA files. I objected to this
question, inasmuch as I thought that it was not proper for
us to reply, and Mr. Richard withdrew same after Mrs. Hoover
responded that she was only aware that the Air Force had a
representative at NSA.
12. It is believed that the foregoing covers the
significant areas of interest covered by the interview.
