MEMORANDUM FOR: Deputy Director of Security (PSI)
FROM : Sidney D. Stembridge
Acting Director of Security
SUBJECT : Department of Justice Request for the
Review of Certain Security Files in
the ITT/Chile Investigation
1. I met with the DDA, ADDA and the General Counsel
on 19 October with regard to a request from the Office of
General Counsel for this Office to make available a number
of files relative to current and former employees to the
Department of Justice. According to the written request
from Mr. Ed Cohen, Department of Justice attorneys desired
to review these files in connection with the ITT/Chile
investigation.
2. I was quite concerned that this was a major
departure from Agency security procedure and informed
Mr. Blake of my concern on 15 October. He totally agreed
and requested that no files be made available pending his
further review of the matter.
3. Mr. Blake subsequently advised me that not only
was the Director totally unaware of the request for the
Department of Justice attorneys to review the files,
neither was Mr. Tony Lapham, the General Counsel.
Apparently Mr. Cohen, Associate General Counsel, had
initiated this request totally on his own authority.
Mr. Blake indicated that we would have a subsequent
meeting with Mr. Tony Lapham to resolve the matter.
That meeting occurred on the morning of 19 October at
which time it was agreed that Mr. Lapham would consult
