This Central Intelligence Agency file, dated 29 September 1975, collects Office of Security memoranda written while the Senate Select Committee was investigating the Agency. Staff were told to alert former employees about possible committee contact over Project MERRIMAC/RESISTANCE, and the file answers committee questions about Hayes International and Bay of Pigs pilots. It also records staff interviews about CIA name checks at NSA and a Justice Department request for records on domestic electronic surveillance. It contains no material on UFOs.

On this date the Director of Security informed methat he had been in tcuch with Hr. John Clarke, AssociateDeputy tn the DCI for the Intelligence Community, and Mr. WaltLloyd, 1 member of Mr. Clarke’: staf€. The substance of thismeeting was ta discuss procedural aspects involving staffmembers of the Senate Select Committee ccntacting former andpresent employees fer interviews. According to Mr. Clarke,the Committee reserves the_right to contact anyone they desirein pursuing their goals; however, the Committee has informedMr. Clarke that in each instance they will notify the Agencywhenever they are going to cnntact a farmer or present employee.The Ccmittee has been in contact with Mr. Rostislav G.Issaeff and Mr. William Edward Delaney, farmer Office of Securityemployees. Mr. Isseeff will be interviewed in Washington, D.C.,§§?l4 May 1975 and Hr. Delaney will be interviewed en 15 MayJ: 2. Since these are the first two individuals to becontacted, Mr. Clarke‘: office is presently working out theprocedure to handle ceordination within the Agency. It isplanned that when notification is received from the Committeethat in each instance the Office of Personnel, Gffice ofSecurity and Cover and Commercial Staff will be notified.Coordination will also be effected with the DBO, DDS&T, EDI, etc.if appropriate. 5. The Director of Security suggested that perhaps a formletter should be werked out to respond to these requests. TheGffice of Security wauld be interested in alerting Mr. Clarke'soffice to any significant security problems, i.e., cover,whether or not e centractural relacicnship exists and thearea cf probable concern.
