This Central Intelligence Agency file, dated 29 September 1975, collects Office of Security memoranda written while the Senate Select Committee was investigating the Agency. Staff were told to alert former employees about possible committee contact over Project MERRIMAC/RESISTANCE, and the file answers committee questions about Hayes International and Bay of Pigs pilots. It also records staff interviews about CIA name checks at NSA and a Justice Department request for records on domestic electronic surveillance. It contains no material on UFOs.

My reading of Mr. WiTham Miller‘s request of l5 September l975, RS memorandum 75/2962/a, dated l7 September l975, does not, -repeat not, require the release of any of the attached papers. Mr. Miller's request is for the Agency to "authorize the IRS to release and review wjth the Senate Select Committee Staff,“ The items in paragraphs one and two pertain to IRS documents, not CIA files. ..: A . , v .. . -~ ‘ 2. It is clear from the attached documents that the CIA -proprietary, International Armament Corporation (IAC), was indeed a DDP project, and that C/CISPD had the operational responsibility for it. However, all activities pertaining to CIA‘s continued relationship with Mr. Samuel Cummings, after he acquired IAC from CIA through purchase,havebeen handled by the Office of Logistics and the Office of General Counsel. 3. A review of the papers shows 3 documents signed in true name by Victor I. DITCHMAN (P) in his capacity as Assistant General Counsel. Since DITCHMAN is now the Project Manager of MHMUTUAL, documents containing his name cannot be made available to the investigating committees without removing DITCHMAN's true name or his identification in true name pertaining to the continued relationship and involvement of CIA with Sam Cummings and INTERARMCO. If it should become necessary to make DITCHMAN available for interviews or - testimony_on his involvement with these activities, it will have to be in alias in order to safeguard the continued operational security of Project MHMUTUAL. 4. It is requested that any-action pertaining to IAC or INTERARMCO, which might identify DITCHMAN in true name to outsiders, be checked with me personally before such action is undertaken.
