This eifiisclosure occurred between CLA and H15 between November 1957
and .A.ptri1 19712. There is no evidence that any of Ehese niis closures were
made based tupon written authori zation . Written authorization has been
required. by xregulation during all relevant periods.
The requests for the information were made in two categories of cases:
A. The counterinielligence type invesfigations where
- ev-"iéiemce indicates that individuals associmieci with the Agency
might ihave been recruited by a foreign inteiiigenqze service and
w.here.- ‘kit becomes nec:essary to determine the iamount ancll or source
0? any -income the incliviciuyal might be receiving.
B. Those cases where an indiviclual occupying a position

oi é;cus.=L and responsibility Within the Agency was suspeeied of
nmisusilmg the trust to his own financial or personal advantage._
These acriteria were contained in a memoramrlura éated June 17, 19 75
fz-ozin Charies WV . Kane, Director of Security, CIA, to the IRS .
‘
There iis no documentation in IRS files that flue CIA gave the specific
reason for threir requests at the time the requests were made, since any
such requests; were a.ppar»ent1y oral. -
In mosi’: of these requests, there is no documentation as to any discussions
which may heave transpired betwseen any specific IRE; employee and. the CIA.
These rte-quesrits were apparently made through a Itiaaison relationship which
existecl betwz-een the IRS and CIA.
