This Central Intelligence Agency file, dated 29 September 1975, collects Office of Security memoranda written while the Senate Select Committee was investigating the Agency. Staff were told to alert former employees about possible committee contact over Project MERRIMAC/RESISTANCE, and the file answers committee questions about Hayes International and Bay of Pigs pilots. It also records staff interviews about CIA name checks at NSA and a Justice Department request for records on domestic electronic surveillance. It contains no material on UFOs.

IV. COMMENTS
A. None of the cases above appear to fall into the
category of harassment. g
B. The tax information would have been legitimately
available to the CIA if requested via the estab~
lished regulatory procedures. _
_
1. Written requests were apparently not used
due to the sensitivity of those cases in
which the federal tax data was required.
2. A close liaison relationship existed between
the Office of Security, Office of General
Counsel, and senior representatives of the
IRS, thus enabling the Agency to obtain the
required data without the prescribed written
requests.
C. The IRS currently is conducting an extensive
investigation into'the illegality/impropriety
~
of these disclosures of tax data.
D. In view of the manner in which the Agency's
records are maintained, there is no way to be‘
certain that the cases referred to herein consti-
tute the total number of instances where such
disclosures have occurred.
E. This outline does not address those instances
where the Office of General Counsel or other
Agency components have engaged in liaison with
IRS with regard to such items as covert tax
returns and/or cover problems. I
