This Central Intelligence Agency file, dated 29 September 1975, collects Office of Security memoranda written while the Senate Select Committee was investigating the Agency. Staff were told to alert former employees about possible committee contact over Project MERRIMAC/RESISTANCE, and the file answers committee questions about Hayes International and Bay of Pigs pilots. It also records staff interviews about CIA name checks at NSA and a Justice Department request for records on domestic electronic surveillance. It contains no material on UFOs.

OUTLINE OF CIA REVIEW OF U.S. INTERNAL
REVENUE SERVICE INCOME TAX RECORDS
ALLEGATIONS -
A. The Central Intelligence Agency has obtained U.S.
Internal Revenue Service (IRS) income tax infor-
mation without following proper procedure as
outlined within Section 6103 of the Internal
Revenue Code. '
B. The CIA has misused IRS tax data to harass indi-
viduals, firms, and/or organizations and has
influenced the IRS to take certain actions on
the CIA's behalf.
ISSUES
Has the CIA, or any of its employees, violated
Federal statutes pertaining to the disclosure
of IRS tax information?
B. Were the CIA's reviews of federal income tax '
information improper, or were these reviews
justified?
SUMMARY
A. During the period November 1957 through April
1972, the Office of Security obtained IRS income
tax information concerning fourteen individuals
during the course of ten Office of Security
investigations.
l. The number of individuals concerning whom
the Office of Security obtained income tax
data is subject to variation, in view of
-the fact that some of the ten investigations
involved several individuals (such as parents
and associates) as well as one-case involving
the review of a three—man partnership's tax
records.
