This Central Intelligence Agency file on Eloy Gutierrez Menoyo, approved for release in 2026, collects cables, trace requests and index cards from 1965 to 1971. They follow his capture during an infiltration of Cuba from the Dominican Republic around December 1964 and his Havana television appearance, which JMWAVE judged demoralizing for exiles. Other cables cover an Army intelligence (ACSI) operation linked to him and letters he later smuggled out of Cuban prisons. The file does not discuss UFOs.

4. MIAMI ACSI ASKED INFORMALLY WHAT WAVE THOUGHT OF THEIR OPS CONCEPT RE HUGUET AND GUTIERREZ. WE POINTED OUT THAT PASED FRAGMENTARY INFO AVAILABLE TO US WE FELT THEY HAD LIAISON AND NOT AGENT RELATIONSHIP WITH HUGUET THUS IT HARD ENVISION HUGUET AS CONTROLLED ASSET. ADDITIONALLY IT POINTED OUT EXPERIENCE WITH WIDE VARIETY OF DIFFERENT ETHNIC EXILE GROUPS HAD CONVINCED REUTEMAN IT IMPOSSIBLE MAKE ACSI CONCEPT RE HUGUET WORK. THIS EXPRESSED AS REUTEMAN OPINION AND NOT AS KUARY DOCTRINE.

5. TRACES RE HUGUET FOLLOW IN SEPARATE CABLE.

6. ASSUME HUGUET OP COORDINATED WITH KU PARK AT HOS LEVEL. IF NOT, PLS ADVISE.
