This Central Intelligence Agency personality file on Soviet official Nikolay Sergeyevich Leonov (201-132139), with material dated 1953 to 1963, compiles cables, FBI documents, surveillance reports, press photos and passport copies. It records his Soviet Embassy service in Mexico City, the finding of his calling card in Fidel Castro's address book in 1956, and his role as Castro's interpreter in the USSR in 1963. A source identified him as a KGB officer, and a DIA item alleged he was planning Latin American insurgency.

The home address of Vasily Mikhaylevich DIONOV was established as Tacambaro 4-6. DIONOV's wife recently had an operation. 2. Natvay Petrovich MOTOV of the Commercial Office serves as the representative of International Book in Mexico. 3. Soviet couriers Gennadi NUKO7 and Constantin EPATOV held reservations for a flight to New York on 5 September, departing Mexico City at 8:00 a.m. 4. - KULAZHEN.OV and KAZANTSEV returned to Mexico from the Soviet Union on 6 September. 5. The following Soviet Embassy personnel planned to depart Mexico by rail on 17 October, CHEKASOV, LECHOV and wife, LARIN, wife and two children. They held reservations on the Queen Elizabeth which was scheduled to leave New York for Southhampton on 24 October, and on the Molotov, scheduled to leave London on 31 October. They planned to be in Leningrad on 5 November. 6. A reporter from excolsior was told on 21 September that Boris KAZANTSEV was promoted from First Secretary to Counselor of Embassy. 7. BYKOV told Rafael/MUNOZ that he was now working in Communications and usually arrived home late. MUNOZ invited him to his home to have a drink with some friends. Apparently it was the first time BYKOV had been invited for he asked for the address - Jardin 5. . An Operation on Sra. BURALKOVA was scheduled to take place on 27 September. She was to be in the hospital located at Guadalquivir 78. ## SECRET
