This Central Intelligence Agency personality file on Soviet official Nikolay Sergeyevich Leonov (201-132139), with material dated 1953 to 1963, compiles cables, FBI documents, surveillance reports, press photos and passport copies. It records his Soviet Embassy service in Mexico City, the finding of his calling card in Fidel Castro's address book in 1956, and his role as Castro's interpreter in the USSR in 1963. A source identified him as a KGB officer, and a DIA item alleged he was planning Latin American insurgency.

KAZAUSTV informed the Oficina de la Conision Economica para la America Latina (CEPAL) on 13 September that the Ambassador would be unable to attend the reception that day, but that CEEAUSTV would come in his place. 4. The Ambassador's request for an audience with the Mexican Foreign Minister was postponed until 11:00 a.m. Tuesday of the following week, 18 September, which is the usual reception day. 5. On 19 September Carles PZON del Valle, Chief of Protocol, informed Nikolay Sorgeyovich LUKOV, Secretary to the Ambassador, that he would be unable to accept Ambassador KULAZHENOV's invitation to dinner on 27 September because of a previous engagement with the Kouadorean Ambassador. 6. On 20 September Boris A. MAZANTSEV, First Secretary, discussed with Cristobal LAFA of CEPAL a meeting of the Economic Commission scheduled to take place in La Paz, Bolivia at the beginning of 1957. No definite date has been set, but LAFA estimated it would probably be held in May of the following year. Since LAFA was leaving the city on Monday, 24 September, for a two-week vacation, he could not accept LAZANTSEV's invitation to lunch, but promised to call him on returning to Mexico City. 7. On 25 September LAZANTEV indicated he was sending a gift to Delfin SANGUEZ Juarez, a lawyer, of the International Affairs Office of Seguro Social (Social Security). 8. Also on 25 September KAZANTSEV tentatively arranged a luncheon date for Thursday, 27 September, with Eduardo LUZFAN and (fru) GARCIA Rojas to thank both of them, in the name of the Ambassador, for all the attention they had paid to the Soviet delegation to the Geological Conference. 9. Alfonso ROSENZWEIG Dias of the Foreign Ministry invited Yavgeniy Mikhaylovich POPOV, Third Secretary, and his wife to dinner at his home on Tuesday, 2 October. POPOV, who expected to be out of town from Saturday until Tuesday or Wednesday, suggested a later date. Arrangements were then made for Thursday, 4 October, at 8:30 p.m. at ROSENZWEIG's home, Pirules 136. ROSENZWEIG promised to send POPOV directions for reaching his home, since it was a little difficult to find. 10. Octavio/PAZ of the Foreign Ministry accepted an invitation to dinner at the Soviet Embassy on 27 September.
