This Central Intelligence Agency personality file on Soviet official Nikolay Sergeyevich Leonov (201-132139), with material dated 1953 to 1963, compiles cables, FBI documents, surveillance reports, press photos and passport copies. It records his Soviet Embassy service in Mexico City, the finding of his calling card in Fidel Castro's address book in 1956, and his role as Castro's interpreter in the USSR in 1963. A source identified him as a KGB officer, and a DIA item alleged he was planning Latin American insurgency.

Appraisal of Content: Documentary. ## SOVILST REASSY ACTIVITIES IN HAITI The following information on the activities of the Soviet Embassy in Mexico was developed during September 1956. Information on Soviet commercial activities is detailed in a separate commercial report. ## DIRECITATIC: ## a. Relations with Mexican Government: 12. On 11 September Jose HUGO Zapata of the Mexican Foreign Ministry invited Soviet Ambassador Anatoliy Georgiyevich ALLAUKOV to a luncheon to be held on 12 September in honor of Jose PIJERAS, President of Costa Rica, visiting in Mexico, Boris Aleksandrovich ALLAUKOV, First Secretary, informed (fm) CAERION andrade of the Protocol Division that he would accept the invitation to the luncheon for PIJERAS, but that he would attend alone as his wife was in Moscow. On 12 September Rafael FUSONI, formerly of the local United Nations Office of Information, thanked Mikhail Frolovich CHEPKASOV for the use of the typewriter, and asked what the Russian delegates had thought of the Geology Congress. CHEPKASOV indicated that they thought it "magnificent." FUSONI also informed CHEPKASOV that on Friday evening, 14 September at 8:00 p.m., a small dinner was being held at his home for an engineer named Eduardo GUZIAN of Penex, (fnu) GARCIA Rojas, and some other engineers who helped organize the Congress, and that he would like to invite CHEPKASOV and the man who accompanied him the last time. CHEPKASOV indicated that he and Vitaly Aleksandrovich KARITOOV, First Secretary, would be pleased to attend.
