This Central Intelligence Agency personality file on Soviet official Nikolay Sergeyevich Leonov (201-132139), with material dated 1953 to 1963, compiles cables, FBI documents, surveillance reports, press photos and passport copies. It records his Soviet Embassy service in Mexico City, the finding of his calling card in Fidel Castro's address book in 1956, and his role as Castro's interpreter in the USSR in 1963. A source identified him as a KGB officer, and a DIA item alleged he was planning Latin American insurgency.

9. Eduardo LUTMAN of Perex and (am) JACHA Rojas, also of Perex, accepted invitations from Boris A. JACHA Rojas, recently appointed Controller of the Secret Treasury, to lunch on 5 October at 21:30 p.m. when JACHA Rojas became ill that day, JACHA Rojas and JACHA decided to lunch alone, and meet another day with JACHA Rojas. Later official had to postpone the luncheon because of a special meeting with Antonio PACHA of Perex. Both JACHA and JACHA Rojas were invited and since the latter could not attend, JACHA had to be present. JACHA suggested to JACHA Rojas that they restrepo their luncheon date until October when JACHA would probably be able to attend also.

On 4 October Lukasil contacted Hermano JDESS forales of the Press Section of the Foreign Ministry and apologized for not being able to obtain a third ticket for him for a concert that evening. JDESS had requested a ticket for his daughter. but Lukasil assured him that since their tickets were for the balloon all three could probably enter on the two tickets.

5. The secretary of Ricardo J. Lluvada (of the Banco Nacional de Generio Exterior) informed the embassy on 8 October that Lluvada was back at work. The embassy had been trying to contact him, probably for the purpose of inviting him to a dinner or concert.

On 10 October a farewell reception was held at the Soviet Embassy in honor of Nichol F. O'BRIENY, Counselor of the Embassy, who was scheduled to leave Mexico on 17 October. On 9 October Jose Coballos of the Protocol Office told Viktor N. O'BRIENY, First Secretary that Jose Zapata of the Foreign Office wanted to know if it would be possible for the Embassy to give four invitations to the following friends of Mrs. PADILLA Nervo (believed to be the wife of Mrs. PADILLA Nervo, Secretary of Foreign Relations); Erick PID and wife; Dr. Grover PRIDUS and wife; K. LUCHEA; and Mrs. Mary La Rue. The Embassy agreed to send the invitations to Mrs. PADILLA Nervo, who would pass them on to her friends. PADILLA Coballos also indicated that in case the ambassador and O'BRIENY did not know that Zilardy O'BRIENY Prieto of the Mexican Diplomatic Service, and his wife Tanara were in Mexico, and it would be a good idea to invite them. O'BRIENY replied that these people were their good friends. PADILLA Coballos did not know if Minister PADILLA Nervo and Subsecretary O'BRIENY would be able to attend, but added that no and Zapata would be there. Federico A. MEDSAL, new Director of Protocol, also planned to attend. Pablo O'BRIENY of the Foreign Ministry could not be there because he was still in the hospital recovering from an operation.
