This Central Intelligence Agency personality file on Soviet official Nikolay Sergeyevich Leonov (201-132139), with material dated 1953 to 1963, compiles cables, FBI documents, surveillance reports, press photos and passport copies. It records his Soviet Embassy service in Mexico City, the finding of his calling card in Fidel Castro's address book in 1956, and his role as Castro's interpreter in the USSR in 1963. A source identified him as a KGB officer, and a DIA item alleged he was planning Latin American insurgency.

Your attention is directed to reference 4 which mentioned the proposed TCAST explitation of the finding of the personal calling card of Nikolai S. LEVYOT in the address book of Tidal CASTEO Ann. 3. Although there were ODTEX reports at the same time as reference A, which reported that the Mexican press carried a personally accurate and complete account of the breakup of the Cuban revolutionary conspiracy, that the leader was linked with the Soviet Embassy and that he carried in his wallet a card of LINO7, secretary to the Soviet excecador, it can not be determined at Heart quarters similar there are specific station play-up of this incident. 1. In reviewing Station dispatches pertaining to the CASTIO case, reference B was examined, as well as its attachment, the report of LINES. The latter apparently attempts to explain the circumstances under which the personal card of LINES was "planted" in the CASTIO address book. A discrepancy is noted in the reconstruction of the incident of the arrest of CASTIO and the discovery of LINES' card in that both the reference and the attachment describe the circumstances surrounding the arrest of CASTIO as occurring in November 1955 whereas references A had already reported the arrest and discovery of the card in the address book as being occurred in June 1956. 4. Now, there is great interest in this matter due to the fact that reference C reported LAXING return to England for what appears to be a account tour of duty. CONTINUED
