This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

Again, other than some unsupported allegations there is no independent firm evidence that IDEN D is anti-regime. 5. IDEN A also claimed in Madrid that IDEN E had sent him a message and that he was considered a potential ally. He explained this in San Juan by saying that during a press conference his name had been mentioned and that IDEN E replied that he considered IDEN A to be his friend. IDEN A rationalized that if IDEN E had not wanted to indicate in some way that he was "with" IDEN A he would have taken this opportunity to blast him. 6. I debriefed IDEN A on his Madrid trip and intentions generally before I introduced him to AMBADGER/1. I had first asked him if he would mind reporting to us via a trusted PERUMEN exile now living in San Juan and, after I had identified AMBADGER/1, he replied that he knew him and respected and liked him. The three of us had a meeting and it was agreed that IDEN A would keep AMBADGER/1 completely informed of his plans and that AMBADGER/1 would convey them to me in PRIME. IDEN A refused to reveal the identities of his agents inside PERUMEN despite strong pressure. He also stated that IDEN F and IDEN G would have to know about his arrangement with AMBADGER/1 and with KUBARK. IDEN F and IDEN G, together with IDEN A, are the triumvirate of the JURE. Matthew S.
