This Central Intelligence Agency dossier on Cuban exile leader Manuel Ray Rivero was released in 2023 under the President John F. Kennedy Assassination Records Act. It contains biographical sketches of Ray as Castro's Minister of Public Works and later leader of the MRP and JURE, a 1965 report on his views of anti-Castro tactics, a Spanish report on his 1965 Madrid visit, and 1977 cables answering an FBI request. Those cables note he was declared persona non grata in Jamaica in December 1976.

Subject: ANRAGLE/1 1. The Subject called me on the sterile phone at approximately 1500 hours this date to report that he had just received word that his mother in Cuba was dying of glaucoma. He had had to cancel his trip to Europe (OS has already been notified to cancel the VIP reception in New York that we had planned for the Subject) and instead was coming to the US to consult with his sister in Petersburg, Virginia (Telephone 703-733-9082). on 20 October 1967---- 2. He will be arriving at Dallas International Airport at 1210 hours on/ PAA 280. (This is a flight that leaves San Juan at 0830 hours the same date). I told him that I would meet him and that we could have lunch together with Earl Williamson. (Subsequent check with Williamson approved this appointment). 3. The Subject will leave right after lunch for Petersburg by rented car or by bus. When he returns to Washington (sometime around 24 of 25 October 1967) he will stay overnight with Williamson. Harry T.
